Если в программе для KDE нет po файлов то как можно сделать
перевод этой программы на язык отличный от оригинала?

Да, если в коде строковые константы не завёрнуты в i18n(), перевести
получится только GUI.

one line per bug, примерно как сейчас. [...]
Или же не маяться дурью, взять нормальный дамп и запихнуть его в sqlite.
Всё-таки UNIX-way имеет много ощутимых ограничений.
