Какой сервер настраивали? vsftpd или какой-то другой?
Если vsftpd, то он и не должен быть в процессах, он запускается через
xinetd. У вас должен быть запущен процесс xinetd, а тот запускает
процесс vsftpd при подключении клиента на 21 порт.
Опишите, на основании чего вы делаете вывод, что ftp не работает.
Ссылки на бумажную документацию сюда лучше не кидать: не у всех она есть
под рукой. У меня сейчас, к счастью есть. Открыл книгу "ALT Linux Master
2.2. Руководоство системного администратора" на странице 168. Попал на
главу "Спулер lpd". Будьте добры, уточните, какой же документацией вы
пользуетесь для настройки ftp.
