Подскажите, существуют ли готовые шаблоны для Dia, например со
стандартными рамкой и штампом?

А может сделать векторную графику-рисунок -> pdf
а затем вставить этот смаштабированный рисунок в tex документ с классом
eskdx
и получить pdf-чертёж
?
Там есть и рамки и штампы и возможность указать формат листа A0 -- A4
