Ура! Все заработало.
Все дело было в строке
(setq ispell-program-name "ispell") - ее-то у мени и не было.
Правда в меню Spell Checking
явных команд смены словарей по-прежнему нет, но
M-x ispell-change-dictionary теперь предлагает
русский, английский, американский.

M-x ispell-change-dictionary что предлагает?

Насколько я помню, там вроде бы наоборот, с ispell что-то ломали.
У меня все работает, но
; в ~/.emacs есть такая штука
(setq ispell-program-name "ispell")
не смотрел, что будет без нее.
