Так может, лучше сначала понять, что именно желаете сделать, и
лишь потом за дело браться?
По OpenGL существует множество доступных ресурсов, туториалов,
примеров. Для OpenGL есть биндинги для всякоразных языков, не
стоит обязательно заморачиваться с C/C++. Есть и высокоуровневые
фреймворки поверх OpenGL - в том числе и движки вроде Quake1,
Quake2, Crystal Space, и много чего ещё...
