Чем лучше не знаю, но в чем отличия сказать могу: jre -- Runtime
Environment -- то, что нужно для исполнения кода (bytecode) на Java, а jdk
-- Development Kit -- для разработки (т.е. гораздо больше всего, например,
компилятор только в jdk). Всем программам, использующим java, должно
хватать jre.
И распространяются они (от Sun), насколько я знаю, на разных условиях: jre
можно прилагать к своей программе и распространять без особых разрешений.
