Порт 110 отведен под POP3, и за него, соответственно, отвечает не

Что значит "засыпает" и чем это плохо? Что значит "лечится"? pop3-сервер
обычно не должен все время жить, он запускается, xinetd'ом например, при
обращении на 110 порт.
