Можноли разрешить юзеру разрешить доступ к своей директории не давая ему
пароль roota? Тоесть без радактирования smb.conf?

В принципе можно сделав в cmb.conf
include=/home/%u/smb.%u.conf
и дав юзеру поредактировать этот файл. Но не советую!! Он будет
исполнен от root'а со всеми вытекающими.
