в 4.2 - правой кнопкой на рабочем столе - Внешний вид - Оформление. Можно
скачать тему, я пользуюсь Tr3lunas, у нее панель прозрачная, какая будет картинка,
такой и будет панелька. В 4.1 - немножко другие названия, но суть та же
