rpm -ihv kdevelop-3.0-alt0.11.src.rpm
Для сборки необходимо в каталоге /usr/src/RPM/SPECS набрать
rpm -bb kdevelop-3.0-alt0.11.src.rpm

Сорри, а зачем ставить? Просто
rpm --rebuild kdevelop-3.0-alt0.11.src.rpm
