Залез в KDE control senter. В закладочку information, и обнаружил следующее:
PCI bridge <трали-вали> 440BX<трали-вали>
Flags: bus master, 66 Mhz.......

Частота шины на матери 100....почему здесь 66? Где-то недокручено, так и
должно быть? Почему?

pci работает именно на 66(33) МГЦ. Частота шины ни причем.
если речь дальше про винчестер, то hdparm -X69 /dev/hdc и будет тебе ata100
