На сервере установлен ALT Linux Server 4.0,
$ rpm -qa|grep postgresql
libqt4-sql-postgresql-4.4.1-alt1.1
postgresql-common-1.0-alt3
postgresql8.2-server-8.2.4-alt2
postgresql8.2-8.2.4-alt2
Выполняю
$ psql step
Welcome to psql 8.2.4, the PostgreSQL interactive terminal.
Type: \copyright for distribution terms
\h for help with SQL commands
\? for help with psql commands
\g or terminate with semicolon to execute query
\q to quit
step=# SET client_encoding = 'WIN1251';
ERROR: could not load library "/usr/lib/pgsql/utf8_and_win.so":
/usr/lib/pgsql/utf8_and_win.so: failed to map segment from shared
object: Operation not permitted
step=#
На Сизифе исполняется без ошибок. В чем может быть проблема?
Настораживает, что все файлы в /usr/lib/pgsql без флага 'x', но на
Сизифе так же.

Вероятно, файловая система, на которой находится /var/lib/pgsql-root,
смонтирована с опцией noexec.
