Думаю, что лучше заменить reload на condreload в файле
/etc/logrotate.d/samba (убедившись, что команда service smb condreload
отрабатывает без ругани). И наверное это предмет для повешения бага на
самбу.

Что - совсем вынести файл /etc/logrotate.d/samba ?
