Идеологически правильно для такого начальства использовать pptp.
VPN-клиент есть практически в любой windows и настраивается
тривиально. Плюс начальство может получить все ресурсы интрасети, а не
только доступ к почте, трафик шифруется.
Возможны и иные варианты (smtp auth, smtp after pop3). Но оставлять
open relay - совершенно никуда не годится. Спамеры достанут и в *rbl
попадете.
