Там так:
<meta http-equiv=Content-Type content=text/html; charset=koi8-r>
Полагаю, что атрибут content стаовиться сам по себе, а
неопределенный атрибут charset не обрабатывается:( Надо бы так:
<meta http-equiv="Content-Type" content="text/html; charset=KOI8-R">
Просто у IE психология "мне, пацаны, типа работать надо, а не
спорить о правильности/неправильности". Искусственный, так
сказать, интеллект:) Который его порой зовет в слишком уж светлую
даль..:)
Про конкерора не скажу, а мозилла показывает нормально, нужно
просто принудительно кодировку указать.
