Конечно, я посмотрел внимательно, по крайней мере на то, что используется...

Глянул... Тэги в вин-1251 он привёл к какой-то западноевропейской
кодировке, так что iconv-ом я их не смог в русские конвертнуть...
Ни одна (из двух) утилит не показывает, в какой кодировке записаны
теги... Вообще, в них хранится эта информация?
