Правильно. Потому что ко второму апачу в альте идёт кучка утилит для
управления модулями и виртуальными хостами, и, кроме того, модули умеют
себя при инсталляции прописывать в конфиг.
С монолитным (тем более - произвольно разбитым) конфигом эта
функциональность потребовала бы искусственного интеллекта.
ps: кстати, конфигурация слизана с debian один в один :)
