Насколько мне известно:
а) rpm4 понимает формат rpm3, а поэтому владельцы старых rpm ничего не
заметят;
б) если кто-то захочет поставить какой-либо пакет из сети (или
пересобрать его), а он окажется в rpm4, то ему придется туго.
Учитывая, что RedHat еще в версии 6.2 перешел на rpm4, пакетов в сети,
упакованных именно им может быть уже довольно много.
Если rpm-4.0.3 еще не совсем стабильный, можно выложить стабильный
rpm-4.0.2 (но в формате rpm3 с автоматическим апгрейдом базы, как это
сделали редхатовцы).
Глюков с ним я еще не замечал.
