Возьмите вручную http-сессию, забирающую этот пакет, и Вы увидите, что
там стоит ложный идентификатор кодовой таблицы.
Можно или нет поменять кодовую таблицу - это вопрос политики
локального кеширования. Если файл не закеширован, то вновь поданный
ложный хедер опять перекроет пользовательскую установку кодовой
таблицы.
