Вообщем дело не в KontrolCenter, а в мышке USB-шной. Панель появляется
через раз. Один раз при загрузке linux-а мышка не определилась, зато
все панели KDE запустились как положено. Другой раз мышь,
определилась, сначала вошел в GNOME, через пару минут перелогинился в
KDE и тоже все панели на месте.
Короче после апгрейда у меня такая строка в dmesg
Oct 7 19:59:05 localhost modprobe: Note: /etc/modules.conf is more recent than /lib/modules/2.4.2-ipl5mdk-up/modules.dep
И мышь при запуске mousedrake показывается как стандартная PS/2
