я долго мучался пока нашел где это должно быть прописано
в итоге на моей системе (FedoraCore5)
настройки sasl2 лежат в
/usr/lib64/sasl2/smtpd.conf
и только оттуда они читаются
похоже что это так собран sasl2
ЗЫ: lib64 - это от того что у меня архитектура x86_64
