Если только через терминал подконектиться к провайдеру, потом выйти в
командный режим в онлайне(надо смотреть AT команды, вроде "+++"),
потом опять с помощь AT команд можно протестить линию на качество.
Также, можно после коннекта с помощью AT команд глянуть статистику из
модема.
Но эта проблема уже выходит за пределы Linux (грозит оффтопиком ;)
Так что поройтесь в сети по своему модему...
