Можно повесить багу на alterator-vm с предлжением изменить точку
монтирования для ntfs на /mnt/чего-то_там, например.

У ntfs свои опции. Так поставили на раздел с ntfs точку монтирования
/home или нет?

Действительно, две раскладки доступны лишь при загрузке с русским
языком. Иначе только английская.
В cinnamon значок раскладки показывается, если раскладок больше одной.
