Поставил icewm-githubmod, глянул в файл /usr/share/X11/icewm/menu,
увидел menufile. Это то, что нужно ;)

P.S. Перед тем как задать вопрос, не поленился и слазил на
http://www.icewm.org/manual/icewm-12.html#ss12.1, не увидел описание
menufile. Я гляжу куда-то не туда или как-то не так? ;)
