-rwxr-xr-x 1 root root 70 May 22 07:56 /etc/rc.d/rc.local
?
не запускается даже /etc/init.d/local

А, systemd, там local и правда не должен запукаться.  

systemctl status rc-local

Даже не так, как написано в 
/lib/systemd/system/rc-local.service

Сервис rc-local запускается автоматически в  multi-user.target, 
из systemd-rc-local-generator, если существует 
файл /etc/rc.d/rc.local.

А в самом сервисе rc-local, происходит вызов команды:

/etc/rc.d/rc.local start

Ну да, etc/init.d/local в systemd и не запускается, в отличии, 
от /etc/rc.local

Ну так всё равно не работает. Я хочу, чтобы при запуске удалялись пустые 
каталоги.
cat /etc/rc.d/rc.local
#/bin/bash

set -x
exec >/home/user/local2.log 2>&1

rmdir --verbose --ignore-fail-on-non-empty /media/* || :

и не могу понять что этому мешает.

ls -l /etc/rc.d/rc.local
-rwxr-xr-x 1 root root 111 май 22 23:13 /etc/rc.d/rc.local

А не проще /media монтировать как tmpfs?

уже сделал, устав бороться со скриптом.
