[Comm] altlinux-7.0.0_rc2-20130717 не верно обрабатывает локальное время

Когда в bios'е хранится локальное время системное время, при старте, 
устанавливается не правильно.
При выключении часы в bios'е не устанавливаются по системному времени.

$ cat /etc/sysconfig/clock
