А Вы его не с сайта поддержки эпсоновских принтеров брали? Из наших репо?
А что касается неработающих утилит, нужно спрашивать у ментейнера.
Меня смутила вот эта запись:

На сколько я понимаю, это означает, что разработка утилиты была
остановлена в 2006-ом году. Так что вполне возможно, что с нынешними
драйверами эта утилита уже не работает.
Я вопрос сильно не копал, поэтому вполне мог ошибиться.
