Не должно. Вообще, мне кажется, что работа с прокси в konqueror4
несколько разломана. Попробовал оставить поле сервера для FTP пустым,
наивно предполагая, что http будет идти через прокси, а ftp напрямую.
При попытке зайти на ftp://mirror.yandex.ru/ получаю:
