вот моя часть сообщения , здесь про pci нет
но чтобы больше не было путаницы хочу сказать всем большое спасибо
модем заработал
требовалось действительно поставить второй джампер на модеме чтобы
выбрать СОМ3 порт , на моем модеме надо было поставить джампера на
8 : 8
0 1 sel
а раньше стояло только на 0
дальше ln -sf /dev/ttyS2 /dev/modem
и все хорошо
