Зачем делать _ТАКОЕ_? Если нужно дать доступ "вообще всем"
только к какому-то сервису -- дописать 'only_from += 0.0.0.0/0'
в /etc/xinetd.d/[service].
Hint: man xinetd.conf -- в самом начале читать про 'assignment
operator'.
