Проще - LDAP, ИМХО. Посмотрите на
http://www.freesource.info/wiki/ALTLinux/Dokumentacija/OpenLDAP?v=bni
и на пакет smbldap-tools
Для того, чтобы не было входа по ssh достаточно shell поставить
/dev/null или /bin/false
