Все очень просто:
1. Копируешь на хард двд (можно не все, а только папочку ALTLinux и
docs), например у меня скопировано в /home/black/compact3.0
2. в /etc/apt/sources.list заводишь строку:
rpm file:///home/black/compact3.0/ ALTLinux main contrib base
3. sudo apt-get update
и радуешься жизни :)
