cups разве не поверх lpd/lpr работает? Не может быть, чтобы под Win не
было утилит типа lpq, lpr, cancel. Раз есть возможность коннектиться к
lpd, должны быть утилиты. Если же нет, смотрите в сторону IBM PC DOS 7
-- там есть собственный TCPIP стек.
