Пусть apt занимается своим делом, а sshd - своим. Максимум -
ненавязчивое упоминание при установке пакета.
Действительно, на этом пути лучше, чем Debian, не сделано ни у кого. Но
чтобы сделать "как в Debian", придётся сменить систему управления пакетами.
