Может ли сервер объявлять свою кодировку имен файлов, через FEAT или еще
что?
Сейчас сервер имена файлов принимает в 1251 - за ради простых виндовых
клиентов.
Но хотелось бы, чтобы gFTP или lftp закачивали файлы не портя имен.

Протокол FTP про кодировки ничего не знает. А вот gFTP и lftp достаточно
свежих версий (начиная с каких -- не помню) умеют перекодировать имена
файлов. В lftp смотрите опцию ftp:charset.

По RFC, de jure - нет.
Но возможно, есть de facto общепризнанное расширение, какой-нибудь FEAT ?
