Ой! Извиняюсь, перепутал install/uninstall!

Правильно держит. Ему не скомандовали отвалиться от порта, он и продолжает.
А вот если к открытому порту обратиться, то должна произойти ошибка. У
кого - не знаю :)

Попробуйте. Иногда ОЧЕНЬ нежелательно какой-либо сервис restart (сначала
останов, а потом старт). Если сервис имеет РЕАЛЬНЫЙ reload (т.е. именно
перечитывание конфигов, а не эмуляцию с помощью restart как в ALTLinux),
то это очень хорошо и этим надо пользоваться.
