в NAT не должны попадать пакеты посылаемые в туннель.
плюс в удаленной сети нужно прописать верный маршрут на твою сеть
192.168.3.0/24 в туннель.

Win Server 2000 умеет не только pptp но и ipip . Возможно в 2003
