Не совсем понял вопрос, поскольку техподдержка может быть и платной от
третьей компании. Или речь идёт об "оригинальной" техподдержке от
создателя дистрибутива?

Пока таких дистрибутивов нет.

Понятие - IMHO как раз существует. При всей размытости оценок, есть
некая грань, после пересечения которой дистрибутив может быть оценен
как "хороший".
