IMHO это лучше всего создавать (или брать готовое) из пакетов
векторной графики (скажем, inkscape).
Почти уверен, что там есть готовые шаблоны для таких вещей.
Если нет сложных многокрасочных заливок, и нет особых требований по
точности цветопередачи, то для файлообмена между векторным и растровым
редакторами лучше использовать форматы не имеющие артефактов сжатия -
PNG, GIF.
Так же, имеет смысл проверить, не импортирует ли GIMP SVG напрямую.
Если проблем с размерами файлов нет, то хорошие форматы обмена TIFF, EPS.
