Указатель, который по умолчанию в Compact, мне не нравится - синяя
стрелка (она еще ничего) и - главное - синий "швеллер в разрезе" (при
наводе на текст), за которым не видно букв. Мне больше нравится простой,
тонкий. В настройках не нашел. Как изменить?

Слейте http://kde-look.org/content/show.php?content=6550 и
поставьте по инструкции.
Вроде как оно и где-то в kde control center должно стать
доступным после этого.

Вроде все сделал как и написано:
Create the directory ~/.icons/default
Place index.theme into ~/.icons/default
Place cursors into ~/.icons/default/cursors
Restart KDE
Have fun! :-)
С последним пунктом проблемы - после перезагрузки ничего не
изменилось и в темах курсоров тоже :(
На всякий случай:
ll ~/.icons/default/
итого 16
-rw-r--r-- 1 negber negber 29 Май 11 16:45 index.theme
drwxr-xr-x 3 negber negber 4096 Май 11 16:39 ./
drwxr-xr-x 2 negber negber 4096 Май 11 16:39 cursors/

курсоры должны лежать в ~/.icons/Имя_темы/cursors
или
/usr/share/themes/Имя_темы/cursors
