Если второй диск точно средства разработки для J2.2 -
то надо разобраться, почему не устанавливается glibc-devel
# apt-get install glibc-devel
Если он сошлётся на ещё какие-то пакеты, пытаться устанавливать
их. Вообще похоже, что rpm-build требует какой-то пакет,
которого нет на этих дисках...

в общем-то все ясно. glibc-devel с диска Ю2.2 не поставится если сама glibc
уже обновлена откуда-то. => -devel ставить оттуда же.
что говорит rpm -q glibc ?

Добавь первый (основной) диск Junior 2.2, возможно что нехватает пакета
который на нем.
