А Вы установили пакеты oracle9-preinstall/tuning?
Из-под какого пользователя проводится установка, - может нет
каких-то переменных окружения?
Установлена ли переменная окружения LD_LIBRARY_PATH?
Можно попробовать "напустить" ldconfig поочередно на все каталоги lib,
начиная с ORACLE_HOME. Но вариант с LD_LIBRARY_PATH -- "правильный".
