Это так и задумывалось. OOo в /tmp создает сокет и при каждом запуске он
проверяет жизнеспособность этого сокета. Если он жив, то командная
строка передается уже запущенному процессу и тот открывает новое окно
вместо запуска еще одного процесса.
В вашем случае запуск OOo на втором сервере приводит к открытию окна на
первом:)
