Тогда 2 менее очевидных предложения:
1) Этой программе нужна именно 2-я GTK, а не 1-я? У меня тут закрались
сомнения, ибо проверка компиляции тестовой программы не является
стандартным методом определения наличия GTK+-2.x.x. Если всё-таки нужна
1-яБ то нужно поставить ещё libgtk-devel;
2) Если это всё же прога под GTK+2, то для её определения необходим ещё
pkgconfig.
