Так и должно быть: pppd on demand теряет _все_ пакеты пока
соединение не поднято _фактически_. Об этом есть предупреждения в
литературе (где именно - непомню).
Если нужно сохранять начальные пакеты (и посылать их повторно,
после поднятия соединения) - смотри в сторону diald (ИМХО).
