Это может не помочь, но попробуй wvdial. Настраивается так:
(от рута)
wvdialconf > /etc/wvdial.conf
Потом редактируешь этот файл.
Затем просто wvdial и он устанавливает соединение(правда у меня он это
тока из под рута почему-то делает, может руки кривые), что самое ценное
все его действия видны, а поэтому легко диагностировать проблемы.
