Каталог в котором обитает winedbg должен попадать в описание какого-либо
логического диска, например:
[Drive Z]
"Path" = "/"
"Type" = "network"
"Label" = "Root fs"
"Filesystem" = "win95"
гарантированно даст возможность запуска дебагера:)
