Проблема в том, что без официального признания идентичности такой
лицензии GNU GPL со стороны авторов последней разработчик программы под
ВПЛ не сможет использовать код из GPL-ных программ. Для каких-то
конкретных случаев это может и не быть проблемой, но (IMHO)
стратегически более правильно капать на FSF в направлении признания
юридической силы переводов. Возможно, рано или поздно подействует...
