Надо поменять в конфиге (~/.icewm/preferences)
Есть GUI, зовется icepref

Не надо GUI он неказист и не использует все возможности воспользуйтесь лучше
гораздо более UseFriendlyInterface (ногами за флеймопасноость чур не пинать!)
vim. в самом файле конфигурации всё понятно из комментариев что к чему
относится ;-)
