Ну, у SuSE-вников это вынесено в старотвый скрипт Oracle.
Сводится к
echo something > /proc/sys/trampampam
в sysctl.conf отражается то же самое, что и в каталоге /proc/sys, только
через точку :)

А сие уже к ораклу.
Понятия не имею, что может происходить в отдельно взятой системе :)
